Amnesia

"Target player removes his hand from the game. At the beginning of each of his turns, he may put a random card from it back into his hand." That's an Action creating a long-lasting effect. Better turn it into a Thing: "When this comes into play, target player removes his hand from the game. Guns. Lots of Guns.
