To play Dvorak: Draw five cards each and leave the rest as a draw pile. On your turn, draw a card from the draw pile and play one Thing and/or one Action. (See the full rules.) | |

Special Rules
Most non-Voter cards have certain requirements to be played.
Politicians
A Voter Supports a Politician when they have a stance on a issue in common, and Opposes a Politician when they have opposing stances in a issue. A Politician may be put into play if there's a number (indicated on the card) of Voters in play that Support it. One Supporting Voter cancels one Opposing Voter.
Influence cards - Represent changes of mind and topic pushings. Add to a politician's stances and influence.
Legalworks
Laws - Passed by the Parties (players). Require a combination of players holding the majority of Politicians in play to approve them.
Acts - Passed by Politicians, or happen because of the general political mood. Have a certain stance. Require the majority of Politicians in play to be Supporting the stance.
Public - Result of non-governmental effort. Require a certain number of Voters under your control, perhaps Supporting a certain issue.
Primaries
Any Party may announce Primaries on their turn. On each Party's turn thereafter, that Party must turn one of its Politicians into a Candidate if possible. When all Parties have nominated Candidates, the game ends and the Candidate with the most support wins.

Issues are:
Civic Values - Patriotism, Founding Fathers
Drugs - Legalized drug use, alcohol, tobacco, pot, opiates
Environment - Protection of native fauna and flora
Family Values - Respect your elders, good clean entertainment
Free Industry - Privatization, no taxing of businesses
Free Love - Consenting relations between adults
Free Religion - Separation of church & state, secular government
Free Speech - Freedom of press, freedom of opinion
Gambling - Lottery, casinos
Globalization - Exporting jobs to India and importing things from China
Gun Rights - The right to bear arms
Military - Military might, obviously we must invade
Philanthropism - Help poorer people and poorer countries
Policing - Control the populace
Public Services - Health, welfare, social security
Race Equality - Skin color, ancestors, immigration
Scientific Research - Cloning, stem cells, animal testing, planetary drones
Wealth Distribution - Take from the rich, give to the poor
Women's Lib - Workplace, sexual harassment, family management
Youth Culture - TV, videogames, music, sports
