The cards themselves don't say whether or not they're in or out of universe, but common sense should help. Note that if it effects out-of-universe things, it's out-of-universe automatically, and if it only effects in-universe things (and isn't a Computer Program), it's in-universe (such as one of the two "Cancel" cards). The cards themselves don't say whether or not they're in or out of universe, but common sense should help. Note that if it effects out-of-universe things, it's out-of-universe automatically, and if it only effects in-universe things (and isn't a Computer Program), it's in-universe (such as one of the two "Cancel" cards).
