The cards themselves don't say whether or not they're in or out of universe, but common sense should help. Note that if it effects out-of-universe things, it's out-of-universe automatically, and if it only effects in-universe things (and isn't a Computer Program), it's in-universe (such as one of the two "Cancel" cards). I don't see anything on the cards about in or out-universe. Also, encryption and HP don't need to go in the card text. You can put them in the cornervalue box. To do this, see Template:Card. --Xahn Borealis 21:42, 23 November 2008 (UTC)
The cards themselves don't say whether or not they're in or out of universe, but common sense should help. Note that if it effects out-of-universe things, it's out-of-universe automatically, and if it only effects in-universe things (and isn't a Computer Program), it's in-universe (such as one of the two "Cancel" cards).
