Some comments on individual cards:
Beer Rush - Does nothing, since one of your two actions was to play Beer Rush. It should read "You can take up to 2 extra actions this turn"
Migrant Wave - 'Create' usually means to generate a completely new card including text. You should probably use the same wording as you do on "Still"
Justice System, Catsplosion - To smooth out gameplay, you should probably make these do something if there aren't any hammerers/cats.
Odd Mood - What exactly does "Play this card immediately" mean if it's in your starting hand?
Heroic Liberal Raid - Normally "discard" only refers to cards in the hand; you should use "destroy" instead.
Still - Does "You must discard two dwarves in order to play this card" mean two cards named "Dwarf" or two cards with Dwarf on their type line?
