Variation

I came up with a interesting thought, about variation of the cards. But i'll need some help with them. For example not all rebellions will be the same power, some might be a small uprising, all the way up to a civil war, and maybe they might do some bombings. Who knows? Power

I had a quick scan of the cards, and some of the Actions describe Power, often gained at the cost of Support. What is this? Also, what are the winning conditions?
