How do I upload a deck I've made, or start making a new one?

First you need to create an account to be able to edit the wiki. When you've done that, the deck creation guide will walk you through the steps of adding a deck to the archive.

Do I need permission to edit someone else's deck?

This is up to the person who made the deck.

Existing decks have a box in the top right hand corner, including details of the deck. If the deck is under construction, then the designer is happy for other users to add new cards. Check the talk page to see whether they have any specific requests or guidelines. If the deck is locked, however, then you shouldn't edit it or add cards to it - you should instead go to the article's 'talk' page and make your suggestions there.
